Movement on High Tunnel Bill

Click here to be heard!HARRISBURG – A bill (HB 1440) to exempt high tunnels (hoop houses) from the Uniform Construction Code (UCC) may be getting new life. Senate staff requested information from PLNA about cases where local governments had insisted on applying the UCC to high tunnels.

Blair County Case

The most recent case happened in January this year. A non-profit community group planned to erect a high tunnel to grow vegetables for needy families in Blair County. The borough in which the planned high tunnel was to be erected demanded that the non-profit group submit drawings of the high tunnels sealed by a professional engineer for review for compliance with the UCC.
