Wolf Administration Set to Roll Out $900 Million Growing Greener III

HARRISBURG – The Wolf Administration is prepared to roll out a $900 million third version of the popular Growing Greener program which has funded many environmental and recreation projects in the state under the Ridge and Rendell administrations.
PLNA is a part of a steering committee put together by the Wolf Administration to develop the outline of this third Growing Greener program. The details were revealed in a paper circulated at the group’s last meeting. February 1. A copy of the paper can be downloaded by clicking here.
At this point, the Administration does not plan to use a referendum to authorize the program, as has been done in previous Growing Greener programs. The bonds used to fund the program, at $75 million per year, can be issued under the state’s current bonding authority.
The new program will, however, require authorizing legislation. That will be introduced shortly after Governor Wolf announces the program as part of this 2016-2017 budget address on February 9.
Growing Greener III includes many programs that could benefit Pennsylvania’s green industry, including park development, tree planting programs, riparian buffer installation programs and green infrastructure installation programs.
