PDA Releases New Draft of Fertilizer Legislation

Fertilizer spreaderHARRISBURG – The Pennsylvania Department of Agriculture last week released a new draft of legislation that would regulate the application of fertilizer by landscape contractors and others. PLNA has worked closely with PDA over the past two years to create a draft bill that would have the least impact on the green industry and use sound science to determine fertilizer application rates.

PLNA will support the legislation if EPA grants Pennsylvania credit in meeting its Chesapeake Bay goals. To date EPA has not agreed to provide this credit, as it has for other states that have passed fertilizer legislation. This means that EPA sees no environmental benefit in the legislation. If there is no environmental benefit, PLNA does not believe that the costs of the legislation are justified.
