High Tunnel Bills Stall as General Assembly Breaks for Summer

High TunnelsHARRISBURG - A set of bills to clarify that high tunnels are not subject to real estate taxes in Pennsylvania stalled amid a dispute over bill language between the Senate and House agriculture committees, leaving the high tunnel bills in limbo.

The path for final passage of the bills seemed to be set the week of June 17th, with both House and Senate Committees having meetings scheduled Tuesday June 18th to vote on the bills from the other house. Word from committee staff was that the chairmen, Senator Elder Vogel (R-Beaver) and Representative John Maher (R-Allegheny), had spoken and reached an agreement on language and which bills were going to move to the floor of their respective chambers for final action.

But somewhere between Monday and Tuesday of that week, the agreement broke down, with each committee then gutting the other chamber’s bill and inserting their own language. The result was two sets of incompatible bills that would require further negotiations and action, dashing any chance that the bills could move to a final vote and then to the Governor’s desk before the  budget the last week of June.

PLNA will be working with the respective committees to see if the differences can be resolved so that the bills can move to final action this fall.
