Crack-Down on Truck, Trailer Rules Continues

Truck and Trailer EnforcementHARRISBURG – PLNA continues to receive reports from members that police are not letting up on their enforcement of truck and trailer regulations.

A PLNA member reported in July receiving a $1,000 fine for having one of their employees drive a truck and trailer combination that exceeded the gross vehicle weight rating (GVWR) of 26,001 or more pounds without a commercial driver’s license (CDL).

Members are reminded that the truck and trailer weights at which a CDL is required refer to the manufacturer’s gross vehicle weight rating, not the actual gross vehicle weight. So even if you are driving a truck and trailer combination with no payload, it’s the GVWR that determines whether the driver needs a CDL. The GVWR can usually be found on a plate on the frame of the trailer or inside the driver-side door of the truck.

A CDL is required to operate the following vehicles or vehicle combinations in Pennsylvania:

a) A combination of vehicles with a gross combination weight rating (GCWR) of 26,001 pounds or more, provided the vehicle being towed is in excess of 10,000 pounds.

b) A single vehicle with a gross vehicle weight rating (GVWR) of 26,001 or more pounds.

c) A vehicle designed to transport 16 or more persons, including the driver.

d) A school bus designed to carry 11 passengers or more, including the driver.

e) Any size vehicle, which transports hazardous materials and is required to be placarded in accordance with federal regulations.

f) Any size vehicle used in the transportation of any material that requires hazardous materials placards or any quantity of a material listed as a select agent or toxin in 42 CFR 73. Federal regulations through the department of Homeland Security require a background check and fingerprinting for the Hazardous Materials Endorsement.
