Growing Greener III Legislation Hits Snag

GG IIIHARRISBURG – The Growing Greener III legislation has hit a potential snag as the Senate voted last week to amend the Growing Greener III language into a bill that combines many other programs, with no increase in funding. The result is that green infrastructure projects will have to compete for funding with other popular programs such as farmland preservation.

The bill that Growing Greener III and the other programs were amended into is SB 799. The bill passed the Senate and is now in the House Environmental Resources and Energy Committee.

Even More Negative Consequences

The bill also contains provisions that may have even more negative consequences for green infrastructure funding. The bill provides for the Pennsylvania Clean Water Procurement Program, which sounds good, but could allow large manure digester projects to soak up much if not all the funding available.
